Revised Statement
In submitting the attched statement we would remark that our previous report (which Mr.Messer also signed), dated the 4th July was made before the returns by Departments of their Receipts and Expenditure for the 1st half of the cur-
rent year were in our hands. We were therefore working without the facts necessary for approximate accuracy.
The discrepancy in our estimate of expenditure
is principally due to the following items:-
Exchange Compensation: we underestimated expenditure under this head by about owing to the fact that previously only the exchange drawn in the Colony was estimated for. Loss on exchange on payment of salaries of officers on leave was deoited to excesses o0 Departmental Expenditure after the end of the year.
Various increases in Depectments: Incre- ments of salaries, increased estimates
due to fall in Exchange etc...
