With reference to Sir V. J. Gascoigne's
Despatch No. 371 of the 20th. ultime and to previous corres-
pondence, I have the honour to inform you that the Dock Company
now desire that 1 (c) of the special conditions (copy enclosed)
under which they desired to acquire the large area for exten-
sion of their Docks and Workshops may be altered so as to read
"the purchaser to complete the Dock within eight years from
the date of sale of the land".
This alteration involves an alteration in condition
No. 10 of the figure 5 to the figure 8.

They also request that in view of the
large premium it may be paid in instalments spread over a
period of 2 years from date of sale.

The Director of Public Works does not
consider the first request unreasonable, and he points out
that the existing so called "Admiralty' Dock of the Hongkong
and Whampoa Dock Company took 6 years to build, and that
Messrs. Butterfield and Swire have been granted a period of
10 years by the Colonial Government within which to complete
their reclamation and Docks at Quarry Bay.
