that the Viceroy of Fukien has received a com- munication from the French Consul at Foo- chow saying that since the Mining concessions of that Province have been granted to a French subiect the Consul asks who is to build the railways, which are necessary adjuncts to mines, intending to convey the idea that the railways should be constructed by the same person.
