With reference to the last paragraph of

my Despatch No. 287 of the 31st. of July, 1901, I have the 01

honour to transit the enclosed copy of a Report by the Com-

mittee which I appointed to examine the proposal for Govern-

ment to build houses and to let them to Public Officers at

For the reasons stated by the Committee

I consider the scheme impracticable except perhaps in the

case of the Inspectorsof Nuisances who are now in receipt of

House Allowances.

It might be possible to build single and

married quarters for them at such cost that the interest on

the capital expended plus the cost of maintenance would be

approximately balanced by the saving in House Allowances, but

the cost of building has become so great and there is so little

Crown Land of low value available anywhere near the City that

it is extremely doubtful whether financially the scheme would

be a success.

This part of the question is worth further

consideration as the Inspectors of Nuisances must live close
