In reply to your Despatch No. 225 of the
26th. July last, I have the honour to inform you that I concur
in your decision that Dr. Lowson may be excused the refund of
the payments made to him at the higher rate of pension recom-
mended in Sir William Gascoigne's Despatch No. 71 of 27th.
February last, including the payment made to him in respect of
the month of July.

The draft of the Despatch above referred
to, in which the higher rate of pension was submitted for your
approval, was sent to the Principal Civil Medical Officer to-
gether with the other papers on the subject some time before
Dr. Lowson left the Colony; but he appears not to have been
warned that the higher rate of pension was ultimately dependent
upon your approval, though the Colonial Regulation on the sub-
ject was presumably known to him. Dr. Atkinson reports that he
did not remind Dr. Lowson of that rule as he had no instructions
