I have the honour to transmit for your
information the enclosed extract from a letter from the Cap-
tain Superintendent of Police relating to the gallantry of
Police Constable Counsell of the Water Police in rescuing cer-
tain Chinese from a boat which was in distress during a re-
cent typhoon.
2.
I have caused Police Constable Counsell
to be highly commended for his conduct, and I an informed
that the Belilios Trustees have awarded him the Belilios Star,
which is the local reward for saving life. I am of opinion,
however, that the case is well deserving of the attention of
the Royal Humane Society, and I should be glad if you could
see your way to recommending Police Constable Counsell for
recognition by that Society.
3.
I regret that it has been found impossible
to comply in every particular with the terms of the enclosure
to Colonial Office Circular of the 1st, December, 1870, but I
transmit herewith as full a statement as I am able to procure.
Its accuracy is attested by the Captain Superintendent of
Police.
