The I. P.O. proposal seems to be the most attractive.
The ideal solution would be to have it adopted and established.
The second best would be that the existing arrangement - British Agencies - be retained, but no new agencies formed, except when absolutely forced to do so for the whole of China.
The adoption of the first of these two courses would strengthen the case for the establishment of an independent Post Office at Wei-hai-wei. Possibly horror at the withdrawal might also arise from other causes.
There are strong objections from a political point of view to the withdrawal of the existing agencies, and the same objections from a postal point of view.
It is assumed that by these Colonies the Q.P.O. or the Post Offices, British Colonies, in the Tropical Permanents Portagenstein
will come in Australia with sterling standing out]
