I have the honour to submit for the signification of His Majesty's pleasure an Ordinance to provide for and regulate the Supply of Water in the Colony of Hongkong and for the maintenance and Repair of the Works in connection therewith* No. 29 of 1902.

The customary report by the Attorney-General I have at the same time to forward the accompanying Petition from a large section of the Chinese Community praying that this Ordinance may not be submitted for the signification of His Majesty's pleasure in its present form.
4. It may be well, first of all, to explain the conditions existing up to the date of the passing of the new Ordinance as regards the supply of water to dwellings. The Waterworks were administered under Ordinance No. 16 of 1890, which had been amended by the following Ordinances.- Ordinance No. 6 of 1895. Do. No.19 of 1897. Do. No.30 of 1898.
