I am directed by Mr. Sec. Chamb. to transmit to you a desp. with its enclosures (all in original, to be returned) received from the O.A.G. of H.Kong, on the subject of the rate of exchange for the conversion of the Crown Agents' transactions into silver currency.

This matter was adverted to in the enclosure to the Governor's desp. forwarded to you on the 15th of Nov. 1900, but the point was overlooked when that desp. was sent to you.

Mr. Chamb. proposes, if you see no objection, to approve the amendment of the H.Kong Financial Instructions, a copy of which was enclosed in the letter from this Office of the 4th of Febr. last, by altering the last two lines of section 15) into "average rate of exchange for the month in question".

Mr. Chamb. will be glad of an early reply to this letter in order that he may telegraph to the Gov., so that the accounts of the current year may be altered accordingly.
