For a considerable time, it has taken many months to obtain results, if six months of that are to be devoted to the adjustment of accounts and the apportionment of the cost of the works among the various lots. Just as important is that these questions of account, etc., will not be primarily dealt with by Mr. Mudie; so it would seem that the rate of his services might be reserved for the general work of the Public Works Department.

I concur in the view expressed in para 3 of the despatch, viz. that it is not possible at present with advantage to transfer to a separate department any of the work of the P.W.D. I have shown this to the Governor.
