Sir,

With reference to the telegraphic correspondence noted in the margin, I have the honour to inform you that the Chinese Viceroy at Foochow has renewed his application, through His Britannic Majesty's Consul at that Port, for the services of an Artillery non-commissioned Officer to act as Instructor in the Forts at Foochow.

2. The conditions of service are set out in the enclosure hereto.

3. The exchange value of the Kuping Tael was on the 18th. June 2s. 4d. and the salary at that exchange is equal to about £336 per annum.

4. As it is reported by the local Military Authorities that no non-commissioned Officer can be spared from this garrison for a sufficient length of time to enable him to be of any use to the Fukien Government, I have the honour to suggest that the matter be referred to the War Office with a view to the selection of a suitable candidate, in the event of His Majesty's Government considering it desirable to meet the wishes of the Chinese Authorities.

5. I should be glad to know as soon as possible by telegraph whether a non-commissioned Officer has been selected.
