up the duties of his post in January next and it is proposed that he should then visit Wei-Hai-Wei to consider the possibility of establishing a separate Postal Administration there. If Lord Lansdowne sees no objection he will also be instructed to visit Chefoo, Peking, and if necessary, the treaty ports referred to and report as to the question of establishing British Postal Agencies there. If his Lordship approves this proposal, I am to ask that H.M.'s Consuls in these places may be asked to give Mr Johnston any assistance that he may need in making his enquiries.
