the Estimates for next year to cover the cost of an Agency of the Hongkong Post Office at Chefoo and I shall also provide for an Agency at Wei-hai-wei.

I have had no replies yet to the communications addressed to Tientsin and Peking regarding the establishment of Agencies there.

You will observe from Mr. Lockhart's letter that the cost of the Wei-hai-wei Agency has been increased to $1,200 a year from $600 which it was costing till the recent vacancy occurred which caused the appointment of Mr. D. Clark as Agent, and I have to ask your authority for the increased Expenditure.
