I have the hon. to ack. the receipt of Sir W.J. Gascoigne's desp. No. 872 of the 20th of August last, reporting the temporary appt. of Mr. H.E. Haggard to be an Assistant Engineer in the Public Works Dept., on a salary of $1,800 a year without exchange compensation.
2. I have to point out that as this is a non-clerical post, the salary of which has hitherto been over $1,200 a year, the pay to be given to Mr. Haggard should, in accordance with the principles on which the sterling scheme is based, be fixed in sterling.
3. Mr. Haggard is recommended for permanent employment...
