In continuation of my Despatch No. 126 of the 4th April, I have the honour to inform you that the Chinese Emigration Ordinance No. 37 of 1901 was brought into force as from the 1st June last, and I have the honour to transmit, as requested in the 3rd paragraph of your Despatch No. 55 of the 27th February last, copies of By-Laws made thereunder.
The registration and inspection of Boarding houses will entail considerable work in the Registrar-General's Department and I have been obliged to authorise the engagement of a Chinese clerk on the Temporary Establishment at a salary of $480 per annum to assist in the work.
I have arranged that a Lance Sergeant of Police shall be seconded from the Police Department to act as an Inspector of Emigration Boarding Houses under the Registrar-General.
This latter arrangement will cause no additional expense, but no Officer of Police can be spared...
