I have the honour to inform you that in the absence of any case involving the payment of a pension from the Widows and Orphans' Fund in a country having a Gold standard, no steps were taken to bring before the Legislature such a resolution as is referred to in your Despatch No.170 of the 27th August, 1897.

2. The death of Inspector Thomas Duncan has now furnished a case and the matter was brought before the Finance Committee of the Legislative Council on the 21st ultimo when the resolution of which I attach a copy was passed unanimously. The Legislative Council adopted the report of the Finance Committee which included this resolution on the 7th instant. On neither occasion did the Official Members of Council vote on the resolution or report.

3. I have, therefore, caused the Crown Agents to be instructed to issue a pension to Mrs. Duncan, the widow of Inspector Duncan, at the rate of 3s. to the dollar in anticipation...
