With reference to Lord Knutsford's Despatch marked "migration" of the 12th June, 1891, I have the honour to transmit for your information the enclosed copy of a letter, with its enclosure, from His Britannic Majesty's Minister at Peking and to enquire whether in view of the existence of a Treaty between China and Mexico, free emigration of Chinese coolies may now be permitted from this Colony to Mexico.

I have already received an enquiry from a Chinese merchant resident here asking whether the Government is prepared to issue the necessary licenses to ships carrying Chinese emigrants direct to Mexico, and as this traffic if established will be a considerable source of revenue to the Colony, I shall be glad to receive your decision in the matter at the earliest moment.
