A general naturalisation act for Hong Kong was not thought safe 22 years ago, as the minutes on 2752/5 show. I am inclined to think that it can be passed with advantage, if Sir H. Blake concurs.

I have the honour to transmit for your consideration the enclosed draft of a Bill relating to the Naturalisation of Aliens, which the Attorney-General has prepared with the object of saving the time and trouble in naturalising aliens in this Colony by separate Ordinances.

2. In the preparation of the draft Bill, due consideration has been given by Sir H. Berkeley to the recommendations contained in the Report of the Inter-Departmental Committee appointed by the Secretary of State for the Home Department, which was forwarded to the Colony in Circular Despatch of the 25th October, 1901.

3. In view of the decision of Sir Michael Hicks-Beach in Despatch No. 32 of the 13th April, 1880, to adhere to the system of naturalising individuals, when necessary, by special Ordinances, I have to ask your authority to introduce the Bill into the Legislature.
