husband by the Chinese Authorities giving him the rank of a

petty official. It is alleged that these appointments were

given to Chan Lan Tsai as a reward for taking part in the

murder of Yeung Kui Wan, but as there was nothing in the

letters of appointment to support this allegation, no further

action was taken in the matter.

:

There is reason to believe now that Chan

Lam Tsai was the man who actually fired the shots that killed

Yeung Kui Wan, though when Mr. May wrote to him it was thought

that he was an accomplice only. Retribution would thus seem

to have overtaken the actual murderer in this case. But it is

also worth noticing that the Viceroy recently made application

for the extradition on the charge of robbery of a Chinese named

Wong Mang Tsap, who had assisted Mr. May in bringing to Hong-

kong the accomplice Kong Ngau Ying, whom it was proposed to

use as a witness against Ng Lo San.

In the course of the Extradition proceedings

Wong Mang Tsap succeeded in establishing a complete alibi,

thus proving that the charge of robbery was trumped up against

him. This furnishes the closing incident in this intricate

case.

I have the honour to be,

Sir,

Your most obedient

Humble servant,

Mr. J. Gascoigne

Major-General,

Administering the Government.
