With reference to your Confidential Despatch of the 12th September last, I have the honour to inform you that in December last a letter was received from His Britannic Majesty's Acting Consul-General at Canton giving cover to a Despatch addressed by Mr Scott to His Britannic Majesty's Minister, Peking.

In that Despatch Mr Scott reviewed the evidence against the Canton Government of complicity in the murder of Yeung Kui Wan, and expressed the opinion that the evidence was not strong enough to justify a demand upon the Chinese Government for an indemnity in respect of this crime. It is worthy of note that in December last the widow and brother of the man Chan Lam Tsai, who was one of the gang who took part in the murder, came down to Hongkong and informed the friends of the murdered man that Chan Lam Tsai had been executed by the Chinese Authorities because there had been found on his person a letter from Mr May asking Chan Lam Tsai to come to Hongkong and give evidence against Ng Lo San.

It is probable that this man's arrest was compassed by Ng Lo San after his banishment. Chan Lam Tsai's widow produced certain letters of appointment granted to her husband.
