With reference to your Despatch No. 176 of the 17th May, 1901, I have the honour to inform you that as the report of the Acting Director of Public Works was not at that time very favourable as regards Mr. Grey's zeal and aptitude for work, he was informed that his appointment to the permanent establishment, of which you approved in your Despatch above quoted, was conditional upon a favourable report being received as regards his qualifications at the end of a stated period. I regret to inform you that Mr. Chatham is not yet disposed to recommend Mr. Grey's promotion from the temporary to the permanent establishment. For some time he has been detached for work under the New Territories Land Court, and Mr. Gompertz states that so far as he can judge Mr. Grey has performed his duties satisfactorily. Mr. Chatham, however, reports that while Mr. Grey was employed under him he had occasion to be much dissatisfied with the manner in which he performed his duties.
2. Under these circumstances I have ordered that no action is to be taken for the present under the Despatch
