I have the honour to acknowledge the receipt of your Despatch No. 169 of the 13th. ultimo, enclosing a Memorandum of a Conference between representatives of the Treasury, the War Office, and the Colonial Office; and stating that you had agreed, on behalf of the Colony, to all the recommendations for exchanges of land between the War Department and the Colonial Government,

With regard to the land to be surrendered by the War Department for the purpose of an extension of the Hongkong and Whampoa Dock Company's premises at Kowloon, I have to point out that the land in Military Reservation, shewn coloured green on the plan accompanying the letter from the Dock Company of the 11th. June, 1901, copy of which, with plan formed one of the enclosures to Sir Henry Blake's Despatch No. 249 of the 9th. of July, 1901, has not been included in the exchanges detailed in your Despatch under acknowledgment.
It appears that the local Military Authorities were not asked to obtain the sanction of the War Department for the release from reservation of this land, pending the settlement of the question raised in Sir Henry Blake's Despatch No. 194 of the 23rd. May, 1901, of the terms upon which Military Reserve
