Sir,
With reference to your Despatch No.184 of the 20th ultimo, in which you inform me that you have selected Mr. L. A. M. Johnston for the office of Postmaster-General, I have the honour to transmit for your consideration the enclosed letter, in duplicate, addressed to you by Mr. C. Lewis, Acting Postmaster-General.
Mr. Lewis is, as I have already informed you in my Despatch No.154 of the 18th April last, a zealous and hard-working Officer, and I am satisfied that, if transferred to a higher or better paid post than that which he occupies in this Colony, he will continue to justify the high opinion which I have expressed of his abilities.
As it may be difficult to fill immediately the vacancy caused by Mr. Lewis's transfer, if his request is complied with, I have to request that he may not be removed from Hongkong until the Spring of 1903.
