In continuation of my Despatch No. 250 of the 22nd of May, 1900, I have the honour to transmit for your information the enclosed copy of a Minute by Colonel Hughes, Royal Army Medical Corps, Principal Medical Officer in China, on the effect of the working of Ordinances 31 of 1899, and 14 of 1900, in improving the health of the Garrison. The results shown are very satisfactory.

2. During the past year the use of 82 houses as brothels was discontinued by order of the Magistrate, under the former Ordinance, while 11 prosecutions were instituted during the same period against mistresses of brothels, under Section 2 of the second Ordinance. Convictions were obtained in 4 of these cases, and in other 2 cases the defendants absconded from the Colony on being summoned to appear before the Magistrate.
