The pay drawn by Inspector Lee was $154 a month without any extra allowances, whereas the pay now offered will be only $120 rising in 5 years to $160 a month, inclusive of the allowances mentioned. There would, therefore, be a slight saving on the salary of Mr. Lee's successor, until he has arrived at the maximum, when the monthly increase would be only $6 more than the salary received by Mr. Lee.

Accordingly I appointed, provisionally and subject to your approval, Police Constable Hudson to the vacancy, and have authorised the payment of his salary in accordance with the new scale. Hudson has been recommended by the Captain Superintendent of Police as a steady and reliable man, and he possesses a satisfactory knowledge of Chinese Colloquial.

In view of the introduction of Sterling salaries, however, I have now to recommend that the salary of this post be fixed at £170 (the proposed Sterling pay of 3rd Class Inspector) with a House Allowance of $480 per annum. I am of opinion that the incumbent of this post should always be a Police Officer seconded for the purpose. There will be greater safeguard for good conduct in such a post if this is done.
