I have the honour to ack the receipt of your despatch No 315 of the 16th inst and to inform you that, on the assumption that he has passed the qualifying examination referred to in despatch No 289 of the 1st of August 1901, I approve the appointment of Mr E.H. Carpenter to the post of Assist Engineer in the F.W.D.

2. At regard his salary I would point out that in my despatch No 61 of the 15th of Feb 1901 I approved the appointment of Mr Xavier on a salary of $2400 rising to $3000, payable to office in the use of entitled to the double exchange compensation the 25% local allowance, his present salary is therefore abgy equivalent to about £500 a year and in my despatch No 171 of the 18th of June I have authorised you to offer him £360 rising to £480.

In these circumstances I see no reason why Mr Carpenter should not be given a salary of £270 rising to £330 a year, the rate proposed for officers of his rank in the scheme of sterling salaries submitted in ...
