As his twelve months' probation expired on the 31st March last, I am of opinion that Mr. Carpenter's substantive appointment, with the new rate of pay which I have recommended, should take effect from April 1st last, and in anticipation of your approval I have authorised his provisional appointment on that basis.

If it is desired to place him on a Sterling basis, I suggest a salary of £216 per annum without increments. If he received increments he would draw more salary than Mr. Xavier whose salary is $2,400 ($1,800 rising to $2,400) and who has long service.
