With reference to the correspondence noted in the margin, I have the honour to transmit to you, in duplicate, the enclosed Memorandum by the Superintendent of the Botanical and Afforestation Department which is intended to be read with his Annual Report already forwarded to you.

This Memorandum has reference to the work of the Botanical and Afforestation Department in the New Territories.
