With the four items related to the first Superstructure, contracts have, in no case, been let. It was anticipated that the sums voted would be expended if no delay occurred after the site foundations had been completed.
I shall be glad to receive your early instructions with regard to this matter, as it will seriously affect the bill of this department for the work.
