565 specifications have been provided, and it is stipulated that the work is to be supervised during construction. All such other work as is reasonably considered to be within the province of an architect to perform in connection with the construction of the building is to be performed.
Upon the completion of the building, a complete set of drawings of the building and all pertinent fittings, as constructed, is to be furnished to the Government. Should quantities be required to be taken out, an additional commission at the rate of [percentage] per cent will be paid. No signatures are to be affixed to designs.
No design, report, or estimate is to bear any motto, device, or distinguishing mark whatever. A plain envelope with the Author's name enclosed is to be delivered at the same time as the designs, etc., and each design will be numbered in order of receipt.
All designs, reports, and estimates are to be sent under cover to the Colonial Secretary not later than the 31st October, 1902, and are to be marked only "Post Office Competition."
