The accepted designs, reports and estimates will become the property of the Colonial Government, and the said Government shall be at liberty to dispose of them and all or any part thereof as it may deem desirable. The Colonial Government does not bind itself to erect the buildings in accordance with such designs or to carry out any or all of the work or any portion thereof; but, in the event of the Author or Authors of the premiated design being engaged to carry out the work under the general control of His Excellency the Governor, the commission to be paid (which will be at the rate of & per cent upon the gross expenditure on the building, including all permanent fittings but exclusive of shipping freight and agents' charges on materials obtained from Great Britain & of all salaries paid in respect of supervision) shall be paid.
