I have the honour to transmit the enclosed

statement of appointments on the temporary Staff of the Sanitary Board for which I propose to make provision in the Estimates for next year. With the exception of the Fireman and Coolie for the Cattle Crematorium and Refuse Destructor, and Assistant Sexton (gravedigger) at Chaiwan Cemetery, this Staff has been

employed during the current year.

The Chief Clerk to the Medical Officer of

Health was appointed in May last on the advice of Professor Simpson and the Treasurer to enable the Medical Officer of Health to spend more of his time on out-door duties. If a Sanitary Commissioner is appointed under the new Bill relating to Buildings and Public Health, which was read a first time on 7th instant, I am of opinion that this clerk will not be required. The additional Clerk and Interpreter is required for the Assistant Medical Officer of Health, who must have an Interpreter to accompany him in his out of door work. The three clerks (one at $480 and two at $360 a year) are required in order to enable the Department to cope with the large increase in clerical work in making out notices to abate nuisances

and to comply with the Sanitary Laws in other directions.
