I have the honour to transmit the enclosed plans and specification of two Public Bath-houses, one for males and the other for females, which it is desired to erect in the City of Victoria. Sir Henry Blake attaches great importance to the provision of Public Bath-houses. The site is in the resumed area of Taipingshan.

The estimated cost of the buildings is $10,000 and I have to ask your authority to insert that sum in the Estimates for 1903.

I am of opinion that a small charge should be made for the use of the Bath-houses to defray the wages of the necessary attendants and cover the cost of maintenance.
