Report on Ordinance. Z of 1902.
I have examined the accompanying Ordinance, entitled
An Ordinance for the Naturalization of Ku Pai Shán, alias Ku Ting Kwong, alias Ku Pak Tai, alias Ku Chong Tsung, alias Ku Yuk Tsing,
and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.
