10 I have accordingly instructed the C.A. to pay him the salary at the rate of $3600 a year as from the beginning of his present leave of absence, leaving the arrears due to him in respect of the period between Mr Hazeland's promotion and the 16th of April last to be adjusted on his return to the Colony.

4. Mr Jones' post as Assist Master will presumably be filled by promotion within the College and I propose to appoint a Junior Master from this country to fill the resulting vacancy.

I am anxious to avoid the recurrence of a state of affairs which has made it necessary either to ignore the claims of a deserving officer or to fill an appointment, for which Cadets have been declared to have preferential claims, by a cadet from outside the ranks of the service, and for that purpose I request that when it is found necessary to appoint an officer, who does not belong to the Cadet service, to act in an appointment of this class, you will call my attention to the fact in a special despatch instead of merely reporting it in the usual quarterly schedule, and will consider and report at the same time whether it is not possible to make more suitable arrangements.

There are special objections to the transfer of Educational officers to other branches of the service and I consider that such officers should not in future be appointed to act outside their own branch of the service.
