# Jeene 517 being appointed to a Hongkong Cadetship he made high marks in legal subjects. He has given complete satisfaction in the performance of his Magisterial duties up to the present time.
While I consider that the claims of Mr. Kemp are sufficiently strong to warrant my recommendation of his appointment, I must invite your attention to the enclosed copy of a letter from the Chief Justice, in which he describes the nature of what should be the Deputy Registrar's qualifications and suggests that a suitable Officer should be engaged at home and that he should not look for promotion to superior appointments for some years to come.
In subsequent minutes the Chief Justice has informed me that he has no objection to the appointment of Mr. Kemp provided that such appointment shall be on the distinct understanding that Mr. Kemp is to remain in the post for at least three years, and is not during that period to expect any acting appointment which would prevent him from discharging the duties of the office.
I consider that the stipulation suggested by Mr. Goodman is only reasonable, and have the honour to recommend that Mr. Kemp be offered the appointment of Deputy Registrar and Accountant on the conditions to which I have referred.
