Police Magistrate and could not be replaced, it was thought undesirable to recommend him at that time for an appointment which it would be impossible for him actually to take up for some months to come. Further consideration of the matter was therefore postponed.

I now transmit for your consideration the enclosed copies of the applications of Messrs. Jones, Ball and Melbourne, and to submit also the name of Mr. J. H. Kemp for the vacancy in question.

Mr. Jones has acted as Deputy Registrar and Accountant since the 9th. September, 1897, and is at present on leave of absence in England. His substantive post is that of Assistant Master in Queen's College. Mr. Dyer Ball is Chief Interpreter in the Supreme Court, and was until recently acting as Assistant Registrar-General. He is also in England on leave of absence. Mr. Melbourne was appointed First Clerk in the Magistracy in September, 1900, and his qualifications are mentioned in my Despatch No. 286 of the 15th. June, 1900, and in Sir Henry Blake's Despatch No. 422 of the 17th. September, 1900. Mr. Kemp has acted as 2nd. Police Magistrate since the 28th. November, 1900, and was an applicant for the substantive post when it was revived under the authority of your Despatch No. 191 of the 7th. June, 1901. His qualifications are to some extent dealt with in Sir Henry Blake's Despatch No. 148 of the 16th. April, 1901.
