The above minute does not alter my view. The acting appointment was understood to be temporary, and, if it had not been so posted, we cannot ignore, however much we may blame, the Governor's actions. To object - we are forced- to what has been done, & we must give attention to prevent its repetition in future; but do not think it would be right to take action against a man who began to act in the appointments in September 92.

I have the honour to acknowledge the receipt of your Despatch No. 142 of the 20th May last, in which you enquire as to the reason why no recommendation has yet been made to you with regard to the appointment of a successor to Mr. F. A. Hazeland as Deputy Registrar and Accountant.

In reply, I have to inform you that when Mr. Hazeland was promoted to be a Police Magistrate he had already been acting in that capacity since the 26th May, 1900, and Mr. Jones, to whom you refer in paragraph 2 of your Despatch under acknowledgment, had been acting during that period in Mr. Hazeland's substantive post.
As Mr. Hazeland's promotion, therefore, involved no actual change at the time in the distribution of official duties, there was no pressing need for altering the existing arrangements.

In July last applications for the vacant post were received from Mr. Jones, Mr. Dyer Ball, and Mr. C... De Melbourne. As the appointment, however, was one to which Cadets have a preferential claim, Sir Henry Blake caused an enquiry to be made as to whether Mr. Kemp, a Cadet whose seniority and attainments entitled him to such consideration, was prepared to accept the appointment in the event of its being offered to him.
