Mr. Dyer Ball's salary is $3600, with a

allowance of $450. The salary of the Third Master, Mr. Rey, and Accountant is $3100,

rising to $4200. The appointment would not therefore be a normal promotion, and this would no doubt be followed by applications for a personal allowance, if not for an increase of salary at all.

Mr. Melbourne has no claims compared with these officers. Mr. Kemp has acted as Police Magistrate for a year and a half and more.

He was appointed Registrar of the Land Court in the New Territory in June 1900, but has hardly acted in that post for more than six months.

I assent entirely. In the present case I have great doubts whether hardship may not be inflicted on Mr. Jones. This is a Departmental matter, with the facts of which I have not gone carefully into.
