I am directed by Mr Sec Ch to transmit to you to be laid before the M. of Lansdowne a copy of a report by Mr C. Clementi, Assist Registrar General, Hong Kong, on a recent tour in S.W. China.
2. The Acting Governor has forwarded a copy of this report to H.M.'s Minister at Peking and a copy has also been sent to the I.O.
