should be made in the upper levels for collecting the water of the streams until there is a considerable body of it, and then releasing it suddenly to continue its natural course, there should be no great difficulty in giving effect to it, provided suitable sites for the
467 tanks in which to collect the water can be found.
It is impossible to give any estimate of the cost of such a work until a considerable amount of information has been obtained. The Staff for this is not available at present.
Recommendation (j), page 38. Reform of Drainage System and Abolition of Unnecessary Drains. A reference to paragraph 93 of Mr. Chadwick's Report will show that he regarded this as a matter involving a good deal of preliminary work before it could be satisfactorily dealt with. This would be so and it is therefore impossible to give any estimate of the cost.
Recommendations (k) and (l), page 36. Transfer of Cleansing and Flushing of Sewers and Drains to Sanitary Department.
The carrying out of this proposal is a
mere matter of arrangement, involving no structural alterations. I am quite in favour of giving it a trial, on the clear understanding that the functions of the Sanitary Department are to be confined to the scavenging and flushing of the drains and sewers only, as set forth in paragraph 95 of the Report.
It will however be impossible to
transfer to the Sanitary Board the Overseers and Foremen mentioned in the same paragraph. It is true that those men have exercised some supervision over the cleansing operations hitherto, but their principal duty has been the supervision of new work, which will remain in charge of this Department. Their services cannot therefore be dispensed with, if the proposed arrangement be adopted.
