I estimate that 500 pillars, containing 1,000 taps — two to each pillar — will be sufficient. The cost of these will be about $25 each or $12,500.

Recommendation (n), page 19. Statistics to be arranged by Water-Year in future.
This will mean a supplementary report on Water Supply to the Annual Report of the Department. The statistics are kept in such a way that there is no difficulty in carrying out this recommendation.
Recommendation (p), page 19. Reservation of Gathering Grounds in New Territory.
The gathering grounds for water-supply purposes are necessarily among the hills and are only occupied by villages and patches of cultivation. All such occupied areas will be defined upon the maps of the cadastral survey and the rights of the occupiers will, I presume, be specified by the Land Court.
It is extremely improbable that any development will occur in such places. Any land declared to be the property of the Crown can be reserved, but any other land must be resumed on payment of compensation. I see no necessity to take steps in this direction until the occasion for utilizing any area arises,
It is more important that no rights to abstract water from the streams at or near their mouths should be conferred on any one, except subject to such reservations as will prevent difficulties arising when the upper sources are impounded or otherwise dealt with.
Recommendation (e) page 35. Sewer Gullies to be trapped and provided with close-barred gratings.
In paragraph 71 of his Report, Mr. Chadwick recommends that the form of gulley, which I devised some little time ago, should be tried. This gulley complies with both the points mentioned and is undoubtedly a great improvement in these and other respects upon the existing gullies. There would be about 1,400 of these gullies required, at a cost of $70 each, or $98,000 in all, for the City and Kowloon.
