3. The salary of the post of Overseer is at the rate of £210 a year, rising by biennial increments of £20 to £250. An allowance of $270 is also given.

I request you to engage an Overseer for Waterworks for Harbour, on the terms stated in the foregoing, for the Chatham Road scheme. It is essential that a good experience in the supervision of waterworks, and have some knowledge of plumbing and making, should be appointed.

Mr. Lucas's salary is £160 with quarters, and other allowances. This corresponds very nearly to Mr. Chadwick's salary of £160 and is the second amount in the storing scheme. But I understand that it has been found impracticable to get competent men at this rate. A condition of precedent was CPat I, and the salary has therefore been fixed at a rate higher than that.

Boulton, Executive Engineer in the Public Works Department, Hongkong, and at present employed on the Praya Reclamation, fully qualified in all respects for Assistant Superintendent of Public Works.
