I enclose a schedule shewing the salaries recommended for the new appointments. These salaries are based on the Classification of Sterling Salaries sent to you in December last.
In conclusion I would invite your attention to the statement contained on page 36 of Mr. Chadwick's Report on the Sanitation of Hongkong dated 10th April, 1902, to the effect that the Staff of the Public Works Department is much undermanned.
I would also remind you that the new Building Laws incorporated in the Bill attached to Mr. Chadwick's and Professor Simpson's Report on the Housing of the Population of Hongkong will throw a great deal more work on the Public Works Department.
If you approve of the creation of the new offices recommended in this Despatch, I shall be obliged if you will convey your approval by telegraph in order that the preparation of the Departmental Estimates may not be delayed.
