for Water or Drainage Works is required. The new Officer if appointed would probably be placed in charge of the drainage.
With regard to the proposal to engage an additional Engineer to assist in supervising the Maintenance of Buildings and Roads and another Overseer for Roads, I am of opinion that in view of the fact that the additional Staff recommended by the Commission was calculated on the assumption that the expenditure to be incurred annually on Public Works would equal that provided in the Estimates for the current year, (Vide paragraph 19 of the Report) and of the fact that it is fairly certain that next year the expenditure on Public Works Extraordinary must be curtailed as it has been this year, these two additional appointments may be dispensed with for the present.
I consider that all the other Overseers asked for are required.
One of them, the Overseer for Telephones, is at present being employed and has been temporarily employed since March last in excess of the Establishment of Overseers, being paid out of the Vote for Maintenance of Telegraphs.
If you approve of the establishment of this appointment, I beg to recommend Mr. U. A. Farrell for it, and I presume that the appointment would be placed on a Sterling basis.
I do not consider that the appointment of a European Clerk to take charge of the Water Account is necessary, and I consider that a competent clerk might be found locally at the salary shown in the schedule.
