Chatham can supply all that is ill. Boulton will therefore be available, with Mr. Mudie, when the Praya Reclamation is finished. The Praya Reclamation has been sanctioned - H.H.S. has not been asked to sanction the other important Reclamation scheme in front of the Eastern district of the city, as the present state of their finances, raising a loan might force them to embark on a large outlay, and they could not do so out of revenue balance, as they have none to speak of.

I think it would be expecting too much to give them over £600. There would be a risk that the Agents would ask the Secretary of State to consult Mr. Chadwick as to whether Mr. Boulton is fit to be Assistant Director, letting them have a copy of the confidential despatch.

I fully recommend, if not whether they should appoint a man at £600 to £720. I think this is rather a special case.

We had better let Mr. Chadwick...
