be employed in making houses as airtight as possible during
the process of disinfection; and to do other work in connection
with cleansing, disinfection, and rat prevention.

Large provision has been made under 'Other
Charges' for the necessary labour and disinfectants &c.,
for
the general cleansing operations described in the enclosure to my Despatch above referred to, and also for the cleansing
and disinfection of infected premises.
7.
This Staff is intended for shore work
only. The inspection of Ships and Junks coming from the Chinese Coast recommended in paragraph 10 of the Memorandum
above referred to is a matter for which it may be possible to arrange with the assistance of the Boarding Officers of
the Harbour Department and the Harbour Police.

If you approve of the establishment of
this special Plague Staff I would ask you to communicate your approval by telegraph, in order that provision may be made
for it in the Estimates for next year.
