With reference to my Despatch No. 190 of the 9th ultimo, I have the honour to transmit for your information the enclosed copies of a precis which I have caused to be drawn up of the recommendations made by Professor Simpson in his Memoranda on Plague Prevention, with an accompanying statement of the manner in which those recommendations have been or are being carried out.

2. I shall not fail to inform you of any further progress made hereafter in dealing with Professor Simpson's proposals.
