Mr. Chadwick points out, however, that the scale at first adopted, namely 16 inches to the mile, was so small as to render the maps almost useless for the purpose they were intended to serve. He recommends that the considerable area which has been mapped on this small scale should be re-surveyed on the 32 inch scale. I may add that the 16 inch scale was originally decided upon by the Colonial Government after consultation with the Indian Survey Experts.

I have already, in view of Mr. Chadwick's recommendations, given directions for the re-survey of certain portions of the New Territory on the 32 inch scale; for the careful preservation and reduplication of the survey sheets, which Mr. Chadwick strongly urges; and for placing the records and survey points under a responsible Executive Engineer. I have also called upon the President of the Land Court to report on the last portion of Mr. Chadwick's Report, in which he makes some interesting and valuable observations on the question of water rights.

Before any action was taken I called upon Mr. Newland, who has been in charge of the Survey Department since the departure of Mr. Tate, to report on the proposal to re-survey the area which had already been surveyed on the 16 inch scale. I attach a copy of his Report, and agree with him that the re-survey may be confined to the areas specified by him. In this opinion the Director of Public Works and Mr. Gompertz, the President of the Land Court, concur. I have given instructions accordingly, and have further directed, in view of a report by Mr. Gompertz, that the re-survey of the land
