Telegram from the Governor, Hongkong, to Secretary of State, London, dated 19th April, 1983.

"Community most anxious for public park. Levison to be called 'King's Park'. Opening ceremony to be on Coronation day. Military authorities have claims over area partly disputed by Colonial Government. In double capacity strongly recommend sanction on the understanding that if Military claims substantiated later by arbitration or otherwise Military Authorities will make available suitable equivalent area. I am sending copy to Secretary of State for War. Telegraph reply."
